Summary
The d.cold processes are active and are displayed in green (error-free) in d.3 process manager, but no files are being processed.
This situation can occur after the server has been restarted, causing the d.cold service process to be started before the d.cold worker process.
The correct sequence of process starts was therefore not adhered to.
You can solve the problem by specifying a time delay when starting the processes (Start delay) in d.3 process manager.
Important requirements

Administrative permissions for d.3 server and d.3 service server.

Access to d.3 process manager.

The d.cold service process is the leading process and must always be started before the d.cold worker process.
Solution
Enter a start delay for each process in d.3 process manager.
Here's how

Open d.3 process manager (http://localhost:3480) on the d.3 server.

Stop the d.cold service and d.cold worker processes.

Open the d.cold service process.

Adjust the time delay for starting under Start delay from 0.00 seconds to e.g. 10.00 seconds.

Save the change.

Open the d.cold worker process.

Adjust the time delay for starting under Start delay from 0.00 seconds to e.g. 20.00 seconds.

Restart the d.cold service and d.cold worker processes.
Repeat steps 6 - 8 for each d.cold worker process in d.3 process manager.
